examines Bill Clinton's solar
return chart in the light of
scandal brought on by
current eclipses and
retrograde planets.
Since this will soon be an 'historical' document let's
contextualise the astrology with a recap of current (as of Friday, Sep 25).
The release of 'Clinton: the video' was not so damaging and
Clinton is behaving like there really are 'no more surprises' in Starr's
report.
- Japan has come to the party economically assuring us it will move
quickly to reform its ailing banking system.
- The US returned its first
budget surplus since 1969. Alan Greenspan indicated that the US Federal
Reserve will cut interest rates to boost growth (in the hope that the rest
of the world will follow suit).
- A more moderate Iranian leadership has come
to the party diplomatically over its troubles with the Taliban, and its
death-edict on Salmon Rushdie. India and Pakistan agreed to sign the
nuclear non-proliferation treaty in return for the lifting of sanctions
against them.
- The UN announced its preparedness, and proposed attack plans,
should it need to force 'peace' in Kosovo. Henry Hyde stated that the HJC's
recommendation to the House as to whether an impeachment inquiry is
warranted would be known before Oct 9.
The crucial dates during October:
October 5-9, October 23-4, and Oct 27- Nov 4.
October 5-9 Monday-Friday
There is a major confluence of long term and short term planetary aspects to the solar return, and major aspects between the planets in real time, around the time of the Aries full moon (12 Aries 23) on October 5. There is so much planetary activity that I can do no more than summarise the general trends.
This is when the key planet, Saturn in the 3rd, makes its first close aspects to Clinton's solar return by transit. Retrograde Saturn activates the dominant t-square, especially the Moon in the 7th. It also trines the North Node of the Moon on the 8th house cusp. This activates another important pattern in the solar return, namely the close link between the North Node, the Moon itself, and Saturn. These retrograde Saturn energies build up from late September (Sep 24) and both peak together from October 3-9. They are energised by the Aries full moon, and set off by the transiting aspects of Mars as it moves from Clinton's Sun in Leo toward the North Node in Virgo from Oct 2-9. (Mars enters Virgo on Oct 7.)
Mars, the natural ruler of Aries, presages what is to follow when it conjuncts Clinton's 7th house Sun on Oct 2. This Mars aspect tells us that the primary concern of Clinton's solar year - dealing with conflict and the attacks of open enemies - is well and truly upon him. Meanwhile the Saturn aspects to the Node, and to the Moon, tells us that what he is fated to do this year, what is fated to happen to him, the people, and the Nation, begins at this time. (Recall that Clinton's solar return Moon is conjunct Monica Lewinski's natal Sun.) And, if my reading of the chart is correct these energies will build to a climax in late December 1998, when Saturn makes a stationary trine to Bill Clinton's Sun, and Mars takes up permanent occupancy in the solar return 9th house for the remainder of Clinton's solar year, that is until his 53rd birthday in August 1999.
Let's look at all this in more detail.
The Aries - Libra full moon opposition (12 Aries 23) straddles the cusps of the solar return 3rd and 9th houses. The rulers of these houses, Mars and Venus, are both located in the 7th house. This indicates that Clinton's personal statements and everyday assumptions and attitudes about his relationship with Ms Lewinski will be tested against the letter of the law and higher principles to determine whether they amount to "high crimes and misdemeanors" against the Nation. (Sounds ludicrous, I know, but that's what appears to be happening!) With the Sun about to occupy the solar return 9th, Clinton will be dealing with higher spiritual and ethical principles, international matters, and legal matters from Oct 7 to Nov 13.
The Aries full moon itself marks the culmination of what was set in train at the earlier new moon in Virgo in September. We saw the House Judiciary Committee (HJC) begin its deliberations at the new moon, so we can expect the HJC to complete its initial task by the time of the full moon. That is, the HJC will recommend to the House that an impeachment inquiry is warranted. The HJC is likely to reach its decision on Oct 6, and their recommendation will go to a vote on the floor of the House on Oct 8-9. (It is of symbolic interest that Mercury, a natural ruler of Virgo, enters the 9th house on Oct 2, the same day that Mars conjuncts Clinton's Sun.)
What's the astrological evidence for this?
Mars not only activates the solar eclipse point (28 Leo 48) and the solar return t-square and the Sun/NN midpoint (Oct 5-6) but it also activates the real time square between stationary Neptune in Capricorn (Oct 6) and retrograde Saturn in Taurus (Oct 9); the contest between (for the moment) authoritarian, rule-bound delusion and popularist, pragmatic reality.
The first bunch of Mars aspects, especially an inconjunct to the solar return Ascendant, coincide with the exact Saturn trine to the North Node (Oct 6). Belligerent males (the Republican majority) will pass judgment on Clinton's fate largely in an effort to influence public opinion by effectively making him the moral scapegoat of their version of reality. And, as the Moon also transits late Aries and early Taurus on Oct 6 (triggering the solar return t-square positions and conjuncting transiting Saturn) we can even suggest a possible time for this: from about 5:00pm to 11:00 pm EDT (9:00pm to 3:00am Oct 7, GMT).
Mars then enters Virgo and inconjuncts Neptune the same day that the Saturn square to the Moon becomes exact (Oct 7). This describes the fall-out of the HJC's decision: heated debate and criticism of the decision in terms of the real motivation behind it and because it runs counter to what the majority of the public want.
Finally Mars conjuncts the North Node on Oct 9-10. This coincides with another aspect - transiting (mean) North Node conjunct the point of the solar eclipse (Oct 8). More canny readers of this tome will have already noted that the solar eclipse of Aug 22 fell on Monica Lewinski's natal Venus (28 Leo 47). Given this and the dearth of other aspects at the time it seems that the vote on the floor of Congress to authorise the HJC to launch an impeachment inquiry will be a mere formality. This is likely to happen on the evening of Oct 8.
The other fast moving planets, Mercury and Venus are also active earlier on but the critical factor is that both these, along with Mars, make aspects to their solar return positions at this time (Oct 4-7), thus further highlighting the dominant 7th house theme of President Clinton's solar year.
For the sake of completeness it is worth noting that Venus, now in Libra in 8th house, makes a sextile to solar return Pluto in the 10th house (Oct 5). It also conjuncts Clinton's natal Ascendant, and his natal Mars/Neptune conjunction (Oct 5-7). Mercury, also in Libra but in the 9th house, conjuncts his relocated Ascendant (Oct 5). Taken together these aspects suggest that the release of more details about the love affair may again have a profound influence on public opinion, or, will at least become a talking point among the masses. It is possible that this information may reveal the true nature of the love affair, perhaps detailing the all too human frailties of both parties caught up in an untenable relationship; their erroneous notions of love, their peculiar expressions of feeling, perhaps even their liking for aural perversion (i.e., phone sex).
Conclusion
At a wider level it seems that Bill Clinton's charismatic Libran traits will again come to the fore both in relation to benefiting the fundraising efforts and support for Democrat candidates in the upcoming Congressional elections, and in achieving positive outcomes in negotiations and discussions aimed at reaching agreement to reestablish order in the global economy.
