Saturn in Taurus has begun its return journey into Aries, where it is very poorly placed. From mid-August (03 Taurus 38) until the end of this year (26 Aries 46), matters that have not been brought to a satisfactory conclusion (as a result of its previous sojourn in Aries over the last two years) will demand to be resolved. Saturn, the grim reaper, will have his due until this evil cycle finishes at the end of March 1999. Karmic matters are governed by Saturn. This is a time of cosmic cleansing.
At its August station, Saturn makes a separating square to Clinton's natal
Saturn (02 Leo 52). This transit is in effect from the beginning of July
through to the end of September. During this Saturn square, Bill Clinton
faces a critical period when many aspects of his life and experience will
be severely tested, especially those that became important to him seven
years ago when Saturn last opposed its own place. That is, back in late
1991, when he began to campaign for nomination as the Democrat's
Presidential candidate.
This aspect can also mean others will create great
difficulties for him in his professional life, by attempting to exploit his
apparent weaknesses. Obviously, this is exactly what Starr and others are
doing.
All this is likely to create something of an identity crisis for
Bill Clinton; he may have a crisis of confidence, question his commitment
to long-term objectives and engage in some serious soul-searching. This
period of suffering and self-examination will lead him to make changes in
himself and in those areas of his life that are not working as they should,
especially his personal and professional relationships.
The aspect is strongest on two occasions during this period: at the direct
square from July 13 to 20, and the retrograde square from September 10 to
17. The first period corresponds to the abovementioned Jupiter station and
the events that occured then, especially the unprecedented issuing of a
subpeona on the President. The second period could be the time when Starr's
report is tabled in Congress. The Saturn square to natal Saturn will
briefly be in effect again from March 18 to April 4 1999.
At its Aries station, Saturn makes a trine aspect to Clinton's Sun (26 Leo 43) from December 16 to Jan 11 1999. This would be when the recently announced 90 day investigation into 1996 election advertising delivers its findings.
The retrograde motion of the planets has been shown to be very significant, in public as well as personal life. Politicians and other public figures would no doubt do well to take them into consideration, before taking too many chances! The same should be said for those who associate with or depend upon our increasingly exposed and vulnerable political elite.

NOTE: A planet is described as retrograde when it appears to be moving
backwards through the zodiac. This traditional concept arises in
the illusory planetary motion created by the orbital rotation of
the earth, with relation to other planets in our solar system.
Planets are never actually retrograde or stationary, they just seem that way, due to this illusion.
Retrograde periods, although often problematic for us earthlings,
are not uncommon.
