    The first part of this article discussed the way Presidential Inauguration charts can show the development of issues under the Presidency. We now look at Bush's potential in more detail.

    Sun-Neptune trines retrograde Jupiter in Gemini/2nd, the sign of Jupiter's detriment. Astrologically this is an example of the extraordinary power of Jupiter. Here we see the greater benefic weakened by sign and retrograde motion, yet because of the beneficial aspect to Sun-Neptune it still manages to have some positive effect. It is now known that the attacks on America, especially Washington itself, could have been much worse if it were not for the brave actions of certain business or professional people (Jupiter) who were travelling on the doomed airliners (Gemini – sign of commerce and short-distance travel).

    In relation to the administration this position of Jupiter in the second house of moveable wealth, and ruling the 11th and 8th means the administration will have no difficulty getting the public money (8th) it needs for its campaign from Congress (11th). All this probably also indicates the widespread use of cheque-book diplomacy in relation to this matter. Jupiter in Gemini also means the administration will readily assume the role of judge (jury and executioner?) in this situation. And finally, it is interesting that the campaign was going to be dubbed 'Infinite (Neptune) Justice (Jupiter)'.

    Having noted Jupiter's irrepressible nature, it is worth bearing in mind that it is equally difficult to suppress Jupiter's negative tendencies for over-expansion and going to extremes. Jupiter is now powerfully placed in Cancer, the sign of its exaltation, so both Bush and America should be wary of over-extending themselves at this time and over the next 10 months, especially in relation to matters which Jupiter has general rulership over, namely, justice and foreign affairs.

    In passing, I find it somewhat surprising that other Cancer countries, most notably, modern Iraq, have been strangely quiet in recent months despite Jupiter's presence in Cancer since mid-July 2001.

    Sun-Neptune and Jupiter both sextile the Part of Fortune in Aries. Fortuna always shows how an entity will make money. Fortuna in Aries suggests the military campaign will generate wealth through the production of weapons. This being the case, we can expect a lengthy campaign.
    Saturn and Its Aspects
    Saturn is a key planet in this chart. It rules the Sun, the Aquarian/10th and all the planets therein, and the Capricorn Midheaven. Its transits to the administration chart, especially its stations and retrograde periods, will be critically important for the timing of events. Saturn is retrograde in the Taurus/1st. Saturn itself is representative of such things as: hard-working people, sad people, real estate, and also of privation, national calamities, and death. Taurus rules such things as conservative people, architecture, finance, and banking. In this chart Saturn at 24° Taurus is conjunct the most evil of the fixed stars, the flashing binary, Algol. This tells us that the body of the administration, its personnel (1st), and its property and possessions (Saturn in Taurus), will be blighted by a great evil (Saturn-Algol), one that is unforseen and unavoidable (retro Saturn). (It also indicates that the USA economy is in for a tough time).
